Inset Button

I have been working on the inset button tutorial and am having trouble with #5 and creating the vector mask. After I resize the button I go and create a layer under the button layer - then I am stumped! When I click on the image - I do not get an option to create vector mask. Can someone help!!! (FYI - I am 6.0 version)
