Contract job
I just received a job by contract to work on web site from home and they would like to pay me 17.50/hour, I don't really know if it is low or high for contract type job.
What do you think?

depends on how old you are and what your experience level is like. If you have a huge portfolio and 5+ years in the biz, I'd say its low.
if you're new to things and don't have a huge resume and portfolio and are relatively young, then yeah, that's pretty good.

If I were in that position, I'd negotiate to about $20 an hour. Never second guess your abilities, because if you do, the company will lose confidence in you and go with an alternate candidate.
If they decline the $20 an hour, then ask them what CAN they pay maximum, then go from there. Personally, $17.50 an hour is an excellent amt of money, especially if you're just getting started, but you don't wanna rock the boat too much because they will quickly lose interest, unless they are completely obsessed with your work, then you can ask for $35 an hour
