How to turn a skinny person into a fat

I know it sounds bad, But there is a tool tha tyou can use to make thing's look bloated, It is not realistic looking but I need it for a project, I know where it is on CS and CS2 but I am stuck on 7.0. Any help would be great. Thanks!

Filter -> Liquify has some helpful tools. I think there's a couple winners in the Distort menu, too.
