well, i'm not exactly sure if it's the same thing, but i use something that has a simular effect. i kinda suck at explaining, but i'll have some pics and i hope that will help ^.^;; sorry i'm not better at this kind of stuff...

anyways...

start out with your picture. i'm going to use a pic of a vamp from a tv show. i'm going to make his eyes glow.

make a layer (you don't have to, but it's easier for if you mess up ). i titled mine glow.

now, pick a color for "glow". i'm going to go with red like in your example. click on the paint brush, use one of the larger soft round default brushes. turn the opacticy down to about 20. color on and around the object you want to glow. this will be the outer glow, so it's ok to make it big.

now, with a smaller size brush, make another inner circle on and around the to-glow-later objcet. make sure you don't cover the outer glow completely, you still want about half an inch (or use your own judgement... it really depends on what kind of look you want to go for) of that first outer glow to show.

now, do the same thing, except this time, on top of the object you want to glow. for my example, i'm just going over the eyes.

now, the fun part! use the dodge tool, with a low exsposure, i used 10% and select midtones. the dodge tool makes the white glowy part. you want to use the same method from the first few steps except only on the item you want to glow. start with the light larger outer glow. the closer you go to the center of your "glow", the whiter/brighter it will be. for my example, i wanted the center of the eyes to be the brightest part.

ta-DA!

^.^ i'm not the best at it, but i hope you get the idea of what to do now. wish i could have explained it better Tongue

check this.

tentacle tubes: http://www.absolutecross.com/tutorials/photoshop/effects/tentacle-tubes/

a blurred ball, and a self-defined brush creating sparkles.

not that complex, but kinda nice, though.
