I'm pretty sure the lights correspond to the opposite digit (the 1st light for the last digit, 2nd for 3rd digit, etc.) I had to work right -> left to get it. Otherwise I can't figure anything out.

Spoiler! Solution:
First part:
Each light corresponds to a digit turner, just try the first digit turner until a light shines green, go on to the next, repeat.
Second part:
Click the top left square to get some keys, click the keys on the left. Fill in the keys into the layout, in a manner that ensures that the sum of any of the rows or columns equals 15. Fill in the zero, punch in the code, punch the return key.
Third part:
Click the screwdriver on the right, click it again on the left. You get presented with a lot of switches, the number 1111 and an LCD with a number. Click all the switches, so the number is 0. You basically need to punch in the binary code that gives the decimal value 1111. Either calculate it on a calculator or use the following method: click the bottom right switch, the number goes above 1111 so click it off again, go one to the left, click the switch, if the number is higher again, click it off again and go to the left. Repeat until you reach the first switch. If you click the switch and the number that appears is lower than 1111, leave that switch on.
Fourth part:
Okay, 000000 is the hex code for black, FF0000 is the hex code for red. Caculate the number next to either one of these numbers. If it corresponds to the number on the right, cut the wire colour that corresponds to the hex number.
