How make these pixels?

How do I transform an ordinary picture in a picture like this?:
whole picture is dotted and in only black and white, no other greytones

Moving to Photoshop......

Anyhow, so far as your question -- my first guess would be to try converting your photo to a more black & white, line-art type style. There's a number of tutorials on how to do that, though one cool one I saw the other day was:

After that, I would suggest making a horizontal line pattern to sample in Photoshop, and then on a new layer, with white as your foreground, fill the full image with it. (to make such a pattern, just make a draw a line in a new file or layer, and then select the line, along with "empty" space above or below it... then go to Edit -> Define Pattern .... then on your new layer, Edit -> Fill -> Pattern (choose your custom pattern, which should appear in the list).

On another layer, do a similar but vertical line pattern.
