Question on tutorial...

Hi, I have a question on the Alpha/Onion Skin tutorials here....

At step 4, it is written....

"On the Moving Text, right click on the first frame and choose "Create
Motion Tween". On the 20th Frame of the Moving Text,---> go to the effect tab,
select Alpha from the drop down and choose 0% Opacity."<---

BUT, when I do that the effect remains gray out.

I have Macromedia Flash 2002 and the Effect option
is just under the Sound option in my program.

Any idea? Thanks!
