light glimmering across text in after effects

hi there, if anyone has seen the skateboard movie; "The DC Movie" in the intro, where the skaters are introduced, their names appear on the screen and there's some sort of effect where high-speed light moves across it, sort of grungy looking, not a slow glimmer, but a fast back and forth light. to see what i mean, check out the clip i took from the video:
