Flash game

right guys, im a real n00b at flash and i have got a few problems with my game

anyways as you can see its pretty crap, its just basicaly for practice.
i want to have loads of balloons that pop and dissapear when u shoot it, i want about 200 *copy paste* balloons all over, i also want my dude shooting to actually shoot the balloon, he only seems to shoot if hes not pointing on it.
Also whenyour health bar runs out, which is 30 secs i want it to come up with a button to restart.
OOO and 1 more thing, i would really like to scroll accrossthe background, if any1 knows a tutorial that can help me out that would be great. ooo ye and 1 more thing lol, when i put my own cursor on it, (when i get round to it) is there anyway you can magninfy what the custom cursor is looking at?

The problem with the mouse mousingover to the left of the balloon has to do with the hit frame within the balloon button (if that's what you're using)..
