I basically would like to start learning how to do these shine effects on the characters I cut out of pictures, I have no idea where to start really, and I'm not sure what to search for tutorial wise. Here is something like what I want to learn, http://templates.surreal-media.com/GT11/

Masks. There are many tutorials on how to use them. Mostly it's just the masks that's being animated, not the actual lines itself. As for the "twinkle" effect, draw an asterisk with thin, white lines (or a compass rose), convert it into an instance. You animate it by changing its alpha and rotation.

If you zoom into the header, you can tell that when the twinkle happens, there's also an oscillating ball behind it. It's just a matter of changing its alpha property, but make sure it fades with the twinkle otherwise it might look a bit off.
