How do you make a transparent GIF like this one?

A transparent gif you simply make by setting a background color that isn't used on the image you want to keep and then you export it using the gif optimizer.
This specific image uses pixel borders and a photo. The borders you can make by hand (use the Paint Brush with the size set to 1).
The animation should be done in Animation Shop.
