Filling an Image with Solid color?

I am currently using PHP Version 7.0 and I was wondering, how I can fill a photo that I am using with a solid color; just like the photo showen below? Could someone explain how so I can understand it clearly?

i havent used paint shop pro very much but you could turn you image black and white then make a new layer and fill it with what ever color you want and turn the opacity down.

the image posted looks like it either has Sepia toning
or has been aged, these can be found in effects.
it also appears to have shadow,
which requires the images to be active & shadow applied,
most likely it was done in layers.
