This is an anime original file from the unknown Yukirin.
Are there any tutorials that teach on how to create works as lively and vibrant as this file?

I wouldn't recommend Illustrator for doing this kind of thing, Photoshop would be better. To recreat all the lights in Illy it would be a real pain - you could trace the shapes in Illy but the special effects should be added by Photoshop.
