wow....needs more work on contruction more than anything else...I'd go pen and paper if I were you and work out some layouts and detail them on how you want them to look and jthen go to work on that...

Ok, that new header looks much, much better and I could add some comments about the new layout...
1) The bar code idea fits your concept really well. Have you tried searching for a bar code font to use?
2 ) The image at the bottom of left area is extremely pixelised. Even if this is intentional it doesn't look good. Try to cut out the lion and create a new graphic with appropriate text.
3) Some areas (as the bottom box) neads more "white space". Som padding wouldn't hurt 
4) You could need some sort of body-background image to make the actual content area stand out more. Maybe you could work more with the grunge theme from the header font!? Right now its a bit too white... (DARK-angel!?)
5) I also checked your code and if you're interested. Here's a suggestion for improvement codewise...

I agree!! As of now, the interface is 600px wide and if you're aiming at a larger version and still want as many people as possible to view it you can make the graphic 770px wide (if you have margin + padding:0 in the body code) This would make it fit inside the window in 800x600 resolution and above!! ::chinese:

The only advice I have is: don't try to hard. You don't have to use filters to make it look good, try to keep it simple at first. Less is more (even though most will disagree on that.)
Edited to say:
The new layout is a big improvement, but I agree that it maybe needs to be a little bigger, and perhaps a little darker.
Also, you maybe want to check this font out: http://www.abstractfonts.com/fonts/search/full_listing.htm?kw=institution
It looks almost exactly like the official Dark Angel font.
