If it's not changing the read-only rights and you are an administrator, then there are probably hidden files. If there aren't, are you sure you're using WinXP and not Server2003, because I know Server2003 puts partial read-only rights on everything and XP doesn't.

Apache as server (Windows XP, Operating System)
