How to make with PSP 8

How do you make layouts with Paint Shop Pro 8 ::classic:

It depends of what you want to do.
If you are referring to effects and stuff you'll have to get separate tutorials - most effects aren't meant just for layouts, so you'll have to adapt them.
If you are trying to make html files, slice images, etc. in PSP there are other specific tutorials that you'll need.
