Sure. You've got three choices:

1. Find a picture, open in Photoshop, run the "cutout" filter.

2. Find a picture, open it in Freehand, run the "autotrace".

3. Learn how to draw.

but Cutout gives completely different effect, especially for the face parts and the colors are much more dull

i'm totally new to the vector world and i thought it has something to do with it so...(looking like a flash presentation or something)

Mm.. well that leaves out 1 & 3 then.

There are programs that will trace photographs... but basically creating an image with vectors in that style is just a matter of drawing lots and lots of vector shapes. There isn't a step by step other than knowing how to draw and applying that artistic talent through the computer.

Yes, it does look like vector art... if you're totally new to vectors I would suggest getting very familiar with how bezier paths work in general.

What applications do you have access to?

applications are not a problem so you can recommend any of them, i would gladly learn something new

but about this pic, i always thought it's just a processed photo, not a drawing from scratch...maybe some effect from some application which you have to retouch after...

Oops, I mis-read something you wrote... I thought you said you couldn't draw. If you have some artistic talent, then this is just a matter of sketching things out with blocks of color. Placing a larger color and then smaller sub pieces of other colors... kind of like painting.

It could be either. I've seen AMAZING things done from scratch, but you can get some pretty cool results from converting. The conversion tools in Illustrator suck for the most part, but the "autotrace" function of Freehand is solid. If you have freehand then I would give that a shot.

Some unbelievable examples of vector art. There are lots of places (this one included) that have some solid vector artists, that site just collects it all into one giant gallery, which is nice. There are a couple tutorials and such also.
