Adding Border to sellected items help!

I was wondering, how to add a border to the object when you create a round circle from the selection menu in Paint Shop Pro? I know, when you create a new layer, you can add a border that way. But, if you create something on top of your picture or web site you are creating, how do you add a border to that?

Can you provide us with an example? Its a little bit hard to give you an accurate answer considering that there are thousands of different borders that one might create.
