How do I make a web banner like this?

I know how to start a web banner but I don't know exactly how to make one like this one. Thanks:confused:

Something like that would be as simple as some cut and paste a chick's pic on your work area and a little font work. You would just have to work out the transparencies to your liking, and use layers, they make things much easier.
