ooh and I went through all the tutorial help sites in the resources page before I posted with my problems-I love resource pages-there the first place I go to when I'm new to a forum haha

Me too, but that's what I said: mostly of the tuts there deal with silly drawings, not really good effects.

One exception is Learn2Paint, it's another great site.

PaintShopStop has the sort of things I assume you are after, however their tuts are only in PSP7 so you may have to do some guesswork.
