The first one you can easily do using layers with different blend modes.
For the text, simply add a new raster layer, use white as the fill color and black for the outline. Change the layer's blend mode to Dodge and lower the opacity a bit (I'm not sure if in v8 there is more than 1 Dodge mode - I use v7 -, but if there is you could try the others too).
On the second one you'll be also putting the text in a new layer.
Set the fill to white and stroke to black and place the text as a selection (there should be an option for this on the text dialog box).
The "dots" you can make with the airbrush. Set it to a large size and low density and pass it all over the text.
When you finish using the airbrush you can deselect the text.
