creating that nebula effect
ya know... that kind of stary appearence like in planescapes, but its also used in a lot of other stuff... with the white core and those burst of curvey lines and etc.

I've never tried...but for the curvy lines you might want to try making a circle selection and stroking it with white (say 3-4 pixels) then free transform it to your liking.
Copy the layer and gaussian blur it (move it under the original).
Not sure if that would work, but it's worth a try.

yeh thats what i figured... damn i gotta learn the pen tool. I really wanna figure out the nebula thing... i've been wondering for like a month lol.

dont look for a nebula tutorial check around for " Blending Modes "
air brushing and curves
should be more helpful then just learning the nebula at least after u learn those u can be more flexible for other designs ur planning

Well this is how I make the smoke type stuff that is like what you see in the image.

Make a new doc, about 600x600 and a black background.
Ok, get a light blue colour. And a big soft brush, around 200px and at about 60 % opacity. Now on a new layer click to make about 3 dots so that their edges are nearly touching. then get the smudge tool and choose a brush thats kinda rectangular and quite grungey, it should be in the list of brushes. Well, make sure that it is set to about 60% stretch for the smudging then smudge all around the edges of the dots group, make it random and dont make too big strokes. Then set the layer to screen or linear dodge and duplicate it. Choose the new layer and press ctrl+u and make it darker, and set it to multiply. Now move it off to the side a bit so that part of it overlaps with the light layer. Keep duplicating and move so part overlaps about 4 times. Now link all over the multiply layers and press ctrl+e to merge them. Now hold down ctrl and click on the merge layer. Now click on the light layer and hit delete. And drag the merge layer to the bin. Lol, I hope this is making sense. Now what is left over is ur smokey part. Make about 3 more different smokey parts then duplicate them and transform them (ctrl+t) and you will start to get a smokey scene.
This probably won't make sense and I will have to write a tutorial with images and everything but if this helps in the mean time then 
As for the actual image, he also got a soft brush with about 50% opacity and made some strokes going out from the center. Maybe you could use radial blur to help get smooth "rays". Um what else. O the little dots everywhere could be done with a small brush with a size jitter and scatter. And there are lots of tut's for making a starfeild. And in the middle he probably got a larger soft brush and made s few little strokes in the middle with a light colour and set that layer to linear dodge.

Do you just search for 'nebula' and post in every thread, sumo? At least look at the date.
