heres what i came up with in just a few minutes

1. create new document (640x480)
2. foreground color = F6741E, bg color = 7F590F
3. filter/render/clouds
4. smudge tool (brush size 19 >> up to u), just hapzardly/randomly stoke up and down throughout the render/clouds layer
5. filter/brush strokes/dark strokes -- balance=1, black intesity=1,white intesity=0
6. filter/blur/motion blur -- angle=70, distance=50 pixels
7. filter/blur/gaussian blur -- radius=2.1
8. filter/distort/shear (as i have catpured)

9. filter/distrot/twirl -- angle=-25
10 filter/stylize/glowing edges as i have catured below

11.filter/blur/motion blur (test your settings
