I know this has been asked...but

Hey guys,
I know this has been asked many times before but I really want to know how you can make a Menu Bar like the one in this address: http://www.sirspeedy.com/

Also, what's the limitation for this type of menu? Like browser limitations...etc? I am making a commercial site and I want to know if all my clients are able to use the Menu.
