I personally prefer Illustrator. Mainly for the simple reason I'm a photoshop user, and if you can use photoshop and the path tool, you'll be able to pick up illustrator easily (also they work well together
). Also Illustrator is supported by 3D studio Max too

Paint Shop Pro supports true vectors in version 7. While it lack the capability of Illustrator and the like, they are vector file that can be used with Flash, etc.
PHotoshop has vector shapes... but you can't really do detailed vector art in it. It's not meant to be used that way.
Photoshop does not support true vectors.
