Tv in wastedyouth

How do i make those tv's at the top just like the ones in http://www.wastedyouth.org ? is it easy? do u nee dto know like Action Script and stuff? thx, get back to me.

That's just a Flash animation... a very cool one, at that.

Like he said, it's an animation.
The background was drawn in photoshop or some similar software, and on top of it it seems like white lines with the alpha toned down a bit were moved across the screen with a motion tween. The flickering letters could be done with white letter objects, again with the alpha at something more than 0 but less than 100. If you want to randomize it you can use actionscript but it's not necessary.
