Help on Photo effects

I was wondering if anyone can give me links that will explain how to create effects in Photoshop such as Changing Hair Color, eye color, imperfections etc.... I seen a video on Youtoube and it showed how you can change an ordinary photo of someone into a profesional looking magazine pic.

This takes advanced photoshoping skill, iv done it before all you really need is the side tool bar and you rarely to never use the filter, fool around with the tool bar and youll see what i mean.
