Flood-fill tool doesn't work

I opened up a new image in PSP 9 starting to try to learn how to use it(PSP9)from a book. I made background and foreground colors, activated my flood-fill tool, right-clicked and then left-clicked on the image and nothing happened. I called tech-support and was told that for $25 he could tell me how to flatten a layer or layers whatever that means. Can anyone help?

Check the tool settings. If the blend mode is different than Normal or if the opacity is lower than 100% that might be causing the problem.

It has nothing to do with flattening layers.
