Simple image effect

I am trying to recreate the gray and white effect on the image in the background of the gif below. How do I achieve this? I do not want to recreate the actual image, just the effect.

I believe, all you need is just desaturating the image (Image > Adjustments > Desaturate) and then adjusting its tone (e.g. pull down Image > Adjustments > Brightness/Contrast and increase Brightness)

No, lemmingpolka means more than that. There is a "dithering" effect going on there. I don't know how to do that, though.

Oh snap I actually figured this out the other day.

File -> Save as Web. Save as Gif, force Black & white and select 'Pattern' dithering.

This gives you the basic pattern. From here you can tweak the colors to be anything else.
