methinks lexy has done it before 
But yeah, sanding is very important as it'll allow the paint to stick better to the plastic, and primer is needed so you'll get a nice smooth base to work on which the outer paint will stick on.
Edit: Spelling and such, got cold fingers, trouble to type.
