Automation URGENT

I have several .psd's with hundreds of layers in them. Each layer is a frame of animation. I would like to automate a process for several things, through an action or otherwise.

I need the automation to step through each layer, turn visibility on and save it with a certain naming convention (for example "frame001.tga"). Then turn visibility off and move on to the next frame. I guess somehow I would have to tell it when to stop as well. I know all this would be a lot easier in afterFX, however I don't have that available, and the .psd's are already in layers and ready for me to take them to the next step in animation. I have a hacked version of an action but it is very limited in that I cannot save a sequence of names (i.e. "frame001.tga, frame002.tga") and I can't step through because photoshop reads that action as just going to a specific frame rather than going to the next frame.

I am in urgent need of anything that may help, I appreciate any advice.
