Is This Vector or Pop Art?

I would love to know how the black and white vetorish image of the woman was made.

I'd also love to find out how the following images were made:

Can someone tell me if there are Tutorials for the above effects and animation techniques.

That's without a doubt vector. I suppose it could be considered "pop art" as well.
Illustrator is probably the most obvious answer. If you have it, just look for turorials for it. As far as animating them goes, I use Flash, but you can do simple animations like that with Jasc/(Corel) Animation Shop.
