How to create this effect?

Can someone PLEASE tell me how to create this effect. I have searched eveerywhere and can't figure it out.!!!!!!

theres a plugin that will do that effect, i'm not sure of the exact name but i think its "sin dots" or something like that, i know sin is in the name

sidedots II you mean? I tried using that for a while but couldn't get it to look like the image above.

Oh, sinedots filter O_O
Just turn on smoothing or anti-aliasing or whatever the option is called...
Make your design white when you choose the color in the filter settings.
Apply a gaussian blur to it.
Lower the opacity, and repeat all of these steps, creating different patterns each time.
After you have the shapes you want, alter the background color to whatever you like!
