Pasted pictures moving? Uh...

I need some help with this. I used Polygonal Lasso to cut out something, then pasted the pic into another pic in the same Photoshop window. But whenever I paste anything, it always goes to the middle! I try to move it with my Hand Tool, but that is not working at all-- it's doing nothing. How can I move my pasted pictures?
