isit possible to make a game, programmed in java, as a 'windows application' in microsoft visual studio? the game wont be a 3d character game, merely a text based simulation game, with graphics.

I echo the response of kidd175. I'm not sure how to do it exactly (Visual J# is the closest?), but I know it is possible.

All you need is a windows installer. The rest can be in straight java.
