I don't exactly know what you're talking about, but this is the wrong forum for it.

You want to create a website from a business card?

If you mean logo, then I would say, scan it in and touch it up in illustrator/photoshop, or just recreate it. I don't know exactly what you mean by folder. So I can't really give advise on that.

Converting your homepage, if you're talking about browsers, the it's usually in options. If you want to edit your homepage, wherever on the web that may be, you need an FTP client. And some html knowledge.

I don't mean to sound derrogitory, but I have no idea what you're trying to do. Hope this helped some.

I used to do this sort of thing all the time when I worked at a sign company, for some big name companies. You'd think, being a fortune 500 company they'd have a decent enough art department to provide me with some logo files and maybe even a branding guide...but nope.

I suggest you hire a designer. There's no quick way to learn it. You need to know photoshop, illustrator, web standards and languages, not to mention have the designers eye. But that's what we get paid for.

I'd be happy to do your site for you if you'd like. Contact me at Adam@cavanaughclan.net and I'll gladly discuss it with you.
