Do you use web templates for web site creating?

Is there a site to visit showing how-to-create a webpage?

there are templates out there... and yea you can buy them im not really sure who would they sell for high and theyre not to complicated to re-create. i tend to find a template i like and use it for ideas for the project im creating. so for my answer i create all my websites... but thats my job haha
