Making animated gif's

Whats the best program to use when making animated gif's? I try exporting the file using flash but the quality looks like crap and the frame rate isnt all that good. I want for it to looks smooth and a maintain a good speed like most of the banners that I see on the net. What do you guys recommended?

Adobe After Effects is a nice program where you can export as pretty much any video type file, quicktime movies, avi, mpeg, and animated gifs.

These are all animated gifs made in AE: http://www.adobe.com/products/aftereffects/animate_out.html

Most of them cost money in some form or another, but I recommend Jasc Animation Shop or ULead GIF Animator.
