HELP With Style

theres no way to get the shine with blending styles, but the other part of the smily can be done with a simple inner glow

as far as i think, it is some what XP Style, could u please let me know Step by step how to Make XP Style Layer ?

IMO that's just good colouring. The shine is pretty easy to do, make a selection similar to that one with the pen tool or lasso tool or whatever, then get the gradient tool and select a gradient with a White to Transprent gradient and drag from the bottom of the selecton to the top. The other part can be done with inner shadow and the rest could be good coulouring/airbrushing etc.
