stopping at scene1

I have placed a stop(); at the end frame of scene 1 but it cotinues to play scene 2, how do i make it stop?

and i was wondering why my action script wouldn't work when i place it on the obj instead of the frame which works..
eg:
arrow.onRelease()= function(){
somehting;
}
