Everyone is throwing in tutorials of how to make water but they are all different and none of them seem to work for this purpose. Your picture that you had of the water looks pretty good but not perfect. I typically try to stay away from filters when doing anything. Although, if you ever see any of Bert Monroy's tutorials and his work, he is a master of knowing when to correctly use filters and he doesn't use a lot of them. I'm just saying to be careful when working with filters because too many can mess it up. I often also see many people who do websites or anything else have a really cool graphic or something and then when asked how they got that effect, they always have some trick to it. Example would be some guy did this website with this nice effect going on in the background and when asked where he downloaded the brush for it, he said that he busted a pen and spilled the ink on paper and scanned it in. You might have to think a little bit out of the box to see what could give you a similar effect. Good luck and I hope you find what you need! ___________________
