You cannot make people go back to your forum. Your forum needs to target a specific audience for them to keep going back. You need to have something no other forum has. Try and make it for the users, not for you.

Make your board unique. Add forums that will interest people, and keep them coming back to discuss thing.
Don't make too many boards. A new forum with more than 15 boards can be a put off to some people.
Skinning is everything. Make your board look the best it can be.
Advertise, Advertise, Advertise. In your signarure on other forums, MSN display name, via e-mail. Anywhere you can.

Advertise, have a unique forum that gives people a reason to stick around and post. No reason, no stickage.
