Is there any problems with this design?
In the first page, I am trying to put my logo on this page and give 2 button to give visitor a choice(Eng or Chi) The background is black color. The text surely is much brighter.
Go to the sec page, it is the main page. I will design navigation and content on this page. What I want to use with the whole page is bright color( white, bright blue).
What I am thinking is browsing from the first page to second page, will the big difference of color changing from 1st to 2nd is a bad design?

You might want to store the selection into a permanent cookie so they don't see that page again. Then it wouldn't be so bad to have a splash for language selection.

You should always have your splash page match your home-page. A splash page is used to set the viewer into a mode of viewing your website. Setting that viewer in one mode, and using a different setting for your site may actually piss the viewer off more than regularly.

I am actually very anti-spashpage. I hate them because they provide no function and just give the user an extra obstacle before they get to the actual content.

Yeah, I agree. They sometimes work if you are going to have a popup window that has flash or something but for regular html type stuff, I don't think it should be there.
