Div Overlappgin problems.

Recently, I decided to make my site using mostly CSS. My site! It's my first site, so don't hurt me. =) Anyway, everything is going great, except for that one nasty little footer div. I can't get it to slip under the div with the news in it. Naturally, I could simply cut a piece out of the background for that footer div, but being the perfectionist I am, I don't like to leave it that way. I tried using z-index: 2; in my style sheet for the news div, and then z-index: 1; for the footer div, but to no avail. My style sheet is extension /style.css, by the way. It's probably some simple little thing I forgot. So if anyone could enlighten me, thank you!
