Sorry if this has been posted already, But I was wondering how to create this effect. (Cheak out the main picture of Britney) I have seen it a million times, its very trendy. I still cant figure out how to do it thou. It looks like they messed with the picture format or somthing. (I'v seen it before, but not in design)

It's very simple! make the image as you want (lighting, colors, etc) and then save it as .gif. selecti dither in an option box an play with the settings!

that's it!

It can aso be acheived by going image>>>mode>>>indexed color and then just play with the settings...
