How do you make these lines? Please, it's urget!

Hey, I'm new here so I'm sorry if my question is silly...
I just want to know how you guys make those pale lines on a foto.
I have a sample of them attached here.

See? I know it can't be difficult because I've seen many of that.
Would you be so kind and tell me how can I make these in my Photoshop 6.0?
