Sauron's eye: Help and inspiration request!

Hi,
I want to create with PS7 an eye similar to Sauron's eye ^^

Iam not very experienced with PS7 and dont know how to start to make a similar eye.

Can someone give me a tip??

There is a motion effect in the eye but i cant find such a filter ;(
and i think there is often color dodge used.

Try a combination of masks / Filter -> Clouds / Filter -> Blur -> Radial Blur

Try reading up on some brushing tutorials. They have a few on DeviantArt. Try making a circle, and use the smudge tool, select a rough brush, and then play around with it. You can lighten the edges with the dodge tool.

p.s. you can use filters, but it's better if you do it by hand

iam new with brushing and used always filters but i am interested in learning it!

iam playing now around with the brushes from PS7 and its really cool but how i do my own brushes, i dont find an option to create detailled brushhairstructures ^^
