How do I make this background gradient?

Would someone be able to suggest some settings or options to replicate the delicate motion blur or gradient (not quite sure which) that is seen on the webpage http://members.shaw.ca/annaps/test.gif . I have tried motion blurs, wind filter, gradients and free transform, but can't replicate this.

On the webpage that I saw this, most of the logo has a gold background with a blue sky. In the motion blur, it almost looks as if the colors overlap in some places.

Any assistance with what settings to use would be greatly appreciated.

You can use the smudge tool and a grunge brush, hold shift and then smudge from left to right. right to left, etc.

You can also do a pixel stretch, this sorta looks something like that where you grab your single row marquee tool and select part of an image/background, etc and then go to edit>Free Transform and then pull the handles out on the left and right.

Also you can do a Motion Blur, create a noise pattern or grab an image you want ane then select Filter>Blur>Motion Blur I do believe.
