Problem w/ brushes (turned into crosshairs)
I have numerous brushes, mostly of things and textures such as blood. Recently, PS crashed and I lost most of the brushes that I loaded, so I reloaded them again and everything was fine until I realized that when I selected a brush and moved it over to my canvas, there was no 'preview' of the brush (the shape/outline of the brush wasn't there). In its place was a crosshair. This is the same for all of my brushes. It's a bit frustrating because I want to be able to see the outline so that I know where I'm going to put the shape. How do I fix this?

Chances are Caps Lock is on.
or Precise Cursor is selected in your Preferences.

More problems & a question
Caps Lock wasn't on and neither was Precise Cursor selected and the brush sizes weren't at a minimum. However, something went right and they fixed themselves after some closing and opening of PS.
Unfortunately, PS is now crashing all the time and I keep losing my brushes. I've deleted the Pref file, but it still happens now and then.
Also, is there any way to rotate the brushes before applying them to a canvas? It's probably a noob question, but any help would be appreciated.

What do you mean rotate the brushes? Change the lineup of the brushes? Change the angle the brush strokes at?

Yep, that. Before applying the brush to the canvas.
