The tags and IDs should describe the section or type of content you're displaying in a quick summary. You should keep it as #header, then if you feel like adding something simpy add it to the CSS rule.

CSS3 will have a border-image property. Until then we have to make compromises, such as extra wrapper divs
Yeah but how long until IE supports CSS3 to my understanding IE does not yet even fully support CSS1.

and then how much longer until ppl upgrade to that version of IE?
i'm not sure, but i think there's a great number of people still using IE 5.x
